Windsor customers must participate in the city's FREE water assessment program.

This is an excellent way to learn where and how you use your water! Even if you do not qualify for an HET toilet, you should participate in this program.

Call the Water Conservation Department at 707-838-5357 to determine eligibility and schedule your appointment. Pre-approval MUST be obtained if you want a rebate.

REBATE INSTRUCTIONS Easy Steps to Receive a $150 Rebate

Replace your old high flow toilet with a new high efficiency toilet (HET)

1. Confirm that you are a Town of Windsor Utilities customer.

You must be a Town of Windsor utilities customer, receiving water and/or
sewer service, to participate in this program. To qualify you must receive
your bill directly.

2. Verify that you have a high flow toilet.

If your toilet has been replaced under previous programs or if your home was built after 1992 you will not qualify. Toilets that qualify must have been installed prior to 1992 and flush 3.5 gallons per flush or more. Most toilets have date stamp on the back of the tank or the lid. Look carefully.

3. Call Santa Rosa Plumbing to schedule an appointment.

We will provide and install a qualifying HET toilet from the enclosed list. Santa Rosa Plumbing will be featuring the Gerber product line. We will, however, offer any other HET on the qualified list.

We also complete the submit all paperwork and supply you with copies.

Your rebate is applied directly to your utility bill.
