High-Efficiency Toilet (HET) Rebate Program

$150 rebates on new HETs!
Some citites are offering a rebate of $150 for the replacement of existing toilet(s) rated at 3.5 gallons per flush (gpf) or greater (typically older than 1992), with a new High-Efficiency Toilet (HET) from your city’s approved list. Get $150 for each HET installed.

What is a High-Efficiency Toilet?
HETs are fixtures that use at least 20% less water than the standard 1.6 gpf toilet. On average HETs use 1.3 gpf or less, depending on the model. The most common types of HETs are dual-flush and pressure-assist.

Dual-Flush
Dual-flush toilets save water by offering two different flush volumes; one for solids and one for liquids. By selecting which flush to use, you can reduce water usage by using only what you need. Most dual-flush toilets use 1.6 gpf for a full flush and 0.8 gpf for a reduced flush. Studies show that dual-flush toilets will average about 1.3 gpf.

Pressure-Assist
A pressure-assist toilet has a sealed vessel inside the tank that contains air, which becomes pressurized when water from the supply line fills the vessel. When the flush button is pressed, the pressurized air exerts force on the water in the vessel and the water shoots into the bowl, creating a very fast flush that has a "whooshing" sound. Although the noise level is slightly greater than standard gravity-flush toilets, the result is a reliable flush with approximately 38% less water used per flush than a standard efficiency (1.6 gpf) toilet.

How do I know which toilet works best?
Although HETs use less water, they remove waste effectively and perform well. In fact, the selected toilets on our List of Qualifying HETs have been tested for water savings reliability and flush performance. Toilets are tested and ranked on performance by many organizations. For information on toilet testing and results, visit the California Urban Water Conservation Council.
